California Senate passes key climate action bills before deadline
Senate Climate Task Force’s 12-bill package includes 3 Senator Becker bills
SACRAMENTO — Twelve bills making up the historic Senate Climate Task Force package passed the Senate today ahead of tomorrow’s deadline. Bills are now heading to the Assembly for consideration.
The Senate Climate Working Group, of which Senator Josh Becker is a member, has met with stakeholders since December to draft and pass a wide range of bills aimed at strengthening the state’s efforts against climate change.
“California must lead the nation and the world in the fight against climate change,” said Senator Becker (D–Peninsula) after the final vote. “We have 420 million tonnes of CO2 and we need to get to zero.”
“This package is an important step in that direction – putting us more firmly on a path to 100% clean energy, building much-needed clean energy transmission, getting our state government to net zero of by 2035 and dramatically accelerating our shift to EVs – and doing it fairly.
“All of these key priorities will be advanced by this package.”
The workgroup package includes:
- SB 1020 (Senate Climate Task Force) – Clean Energy, Jobs and Affordability Act 2022: Sets interim targets for meeting SB 100 clean energy goals and requires state agencies to purchase 100% carbon-free electricity by 2030 to meet their load. Also establishes a California Affordable Decarbonization Authority as a nonprofit public benefit organization as a mechanism to help fund various programs and activities related to electric utilities while reducing energy costs to ratepayers.
- SB 887 (Becker) – Accelerate the delivery of renewable energy: accelerate the construction of this necessary transmission by requiring the Public Utilities Commission (PUC) and the Energy Commission (CEC) to provide long-term forecasts, in line with SB 100 and other decarbonization objectives , so that the independent network operator (CAISO) can plan and authorize the necessary transmission projects.
- SB 1145 (Laird) – GHG emissions dashboard: Requires the California Air Resources Board to create and maintain a greenhouse gas emissions scorecard to provide the public and decision-makers with information on how the state is progressing toward meeting its climate goals.
- SB 1158 (Becker) – 24/7 clean energy reports: establishes reporting requirements for electricity suppliers so that we can measure progress against their GHG emissions targets and ensure the electricity sector is on track to meet our energy goals 100% clean.
- SB 1174 (Herzberg) – Clean energy transmission: Requires specific reporting related to electric transmission projects, and also requires the California Public Utilities Commission, in coordination with other state agencies, to expedite interconnection transmission projects and prioritize necessary approvals.
- SB 1203 (Becker) – Net zero GHG emissions from state agencies by 2035: sets a goal for all state agencies to achieve net zero greenhouse gas (GHG) emissions from their own operations by 2035. It also requires state agencies to publish inventories of their emissions present, establish milestones and create a plan to achieve those goals. , with the ultimate goal of leveraging the procurement power of the state to launch clean technology solutions. The centerpiece of by Senator Becker 2022 climate law portfolio, Senator Becker announced the legislation during a speech at COP26 last year. As more businesses and cities set net zero goals, the California state government would lead by example and demonstrate how to achieve net zero 10 years ahead of the net zero goal for the whole economy.
- SB 1230 (Silt) – ZEV incentive programs: Makes specific changes to the Clean Cars 4 All program to expand the pool of eligible candidates. This bill also applies new uniform requirements to clean vehicle incentive programs in the state.
- SB 1251 (González) – Office of the ZEV Equity Advocate: establishes the Office of the Zero-Emission Vehicle Equity Advocate to guide the development of a common, cross-agency definition of equity; establish an equity agenda for ZEV deployment, its supporting infrastructure, and related workforce development efforts; and post updates on progress.
- SB 1258 (Allen) – Clean transportation program: Clarifies that fleets of lightweight autonomous vehicles are eligible for grants from the California Energy Commission’s Clean Transportation Program.
- SB 1295 (Silt) – Cleaning of orphan wells: Increases funding available, from fees charged to the oil and gas industry, for plugging and abandoning unsafe or unused oil or gas wells to reduce pollution and GHG emissions. It also requires that the work funded by this program meet certain labor standards, such as paying prevailing wages and using a skilled and trained workforce.
- SB 1382 (González) – Clean Cars 4 All Fairness Metrics: Directs the California Air Resources Board to identify barriers and develop outreach protocols to accessing the Clean Cars 4 All program, and it exempts these vehicles from state sales and use tax. Senator Becker is a co-author of this bill, having introduced the idea of sales tax exemption as SB 771 in 2021.
- SB 1482 (Allen) – EV charging infrastructure: requires access to an electric vehicle charging infrastructure for each dwelling unit with access to a parking space in a multi-family dwelling. In particular, this bill is the fruit of the work of the people of Senate District 13 who have been defending this issue from the beginning.
In addition to the Climate Workgroup package, the Senate also adopted 3 other Becker climate action bills this week:
- SB 1032 (Becker) – Faster and cheaper transmission development study: CAISO has estimated that the state needs to build about $30 billion in new transmission infrastructure by 2040, at a much faster rate than ever before. If we have to build this much, we better ask ourselves if there are ways to do it faster and more efficiently and at a lower cost. The bill directs the PUC to study options and make recommendations to the Governor and Legislature to expedite development and reduce the cost to ratepayers of California’s electric transmission expansion to achieve the government’s GHG targets.
- SB 1112 (Becker) – Low-cost financing for the decarbonization of buildings: supports fair financing for climate-beneficial building renovations. The legislation enables and encourages utilities to offer fee-on-bill (TOB) investment programs, also known as inclusive utility investment programs, by providing a technical solution to existing legislation that might otherwise impede deployment of these programs. The bill also directs the California Energy Commission to explore how the state and its utilities can leverage existing federal funding and state programs to make low-cost financing available for investment programs. - SB 1301 (Becker) – California Clean Energy Manufacturing Tax Credit: establishes the first state manufacturing tax credit specifically for clean energy products. As California and the world shift to clean energy alternatives, the demand for clean energy products will skyrocket. This represents a huge opportunity for California. A clean energy manufacturing tax credit will not only stimulate the production of clean energy products needed to meet our own criteria, but will create thousands of future-proof manufacturing jobs in California.
